A good rule of thumb is two towels, two hand towels and four wash cloths per family member. You would probably want to add a same color mat for each person. If you buy quality items, the investment will be worth it as they last longer than low quality items.

Third and lastly, bath towels come in different colors, so choose your colors wisely. Assuming you'll put forth the investment to buy good bath towels, choose colors you can live with. Don't buy bright orange unless you love the color and you can live with it.
